Tencent has rolled out international access to its open-source foundation model Hy3, extending availability to developers, users and enterprise customers through several Tencent products and services.

Hy3 is available through WorkBuddy, Tencent Design Miora and Tencent Cloud TokenHub, with developer access also offered through an API and third-party tools. The rollout comes as large companies try to move artificial intelligence projects beyond pilot programmes and into broader operational use.

Research group Gartner estimates that at least half of corporate generative AI projects have been abandoned because of poor data quality, rising costs and uncertain business value. That has pushed suppliers to focus less on headline model performance and more on deployment options, governance and pricing.

Tencent is positioning Hy3 as part of that shift. Previously known as Tencent Hunyuan, the model is being offered under the Apache 2.0 licence, allowing developers to use, adapt and deploy it in their own environments.

Hy3 is also being linked to Tencent's broader software portfolio. In WorkBuddy, users can issue natural-language instructions for tasks including research, data analysis, drafting documents, presentations and workplace communications.

Tencent says WorkBuddy is the most widely used AI agent workspace in China. The product includes more than 100 built-in skills, supports the use of multiple agents in a single workflow and allows integration with different AI models.

Internal testing in Tencent's own workplace environment found that Hy3 achieved a task success rate of more than 90% in WorkBuddy and cut average task completion time by 34% compared with the previous Hy model version. The figures support Tencent's effort to demonstrate practical workplace use rather than relying solely on benchmark rankings.

Another access route is Tencent Design Miora, an AI-focused creative studio aimed at design teams, content creators and marketing functions. Miora uses specialist agents to turn natural-language prompts into assets including graphics, video, 3D material and user interfaces, according to Tencent.

Model access

For enterprise customers, Tencent Cloud TokenHub serves as the main distribution layer. The platform is designed to let organisations manage and integrate multiple large language models through a single API, including Hy3 and third-party models.

TokenHub includes model routing, usage governance and billing tools intended to give customers more control over cost and model selection. That reflects growing demand from companies that do not want to rely on a single supplier as AI spending increases.

Tencent also disclosed pricing through OpenRouter, where Hy3 API access starts at USD $0.1288 per million input tokens and USD $0.5336 per million output tokens. Low-cost access has become a more important point of competition as enterprises test whether AI tools can deliver savings or productivity gains at scale.

Early usage has been strong, according to Tencent. Hy3 recorded more than 68 times as many API calls as its previous-generation model and reached the top of OpenRouter's global large language model usage leaderboard within a week of launch.

Tencent added that the model has expanded across third-party developer platforms including Hermes, Kilo, Cline, OpenClaw, OpenCode and Cherry Studio. It is also available through the open-source model communities Hugging Face and ModelScope.

Technical profile

Hy3 is built on a Mixture-of-Experts architecture with 295 billion total parameters and 21 billion active parameters, and supports a context length of up to 256K. Tencent says the model performs comparably to larger flagship systems in reasoning, instruction understanding, in-context learning, code generation and agent-related tasks.

The group is seeking to distinguish itself by pointing to internal operational experience. Tencent says Hy3 has been co-designed within its own product ecosystem and refined through feedback from millions of users and large-scale scenarios across software development, office work, financial modelling, front-end design and game production.

That matters because Tencent has one of China's broadest consumer and enterprise software portfolios, ranging from Weixin to cloud services and advertising systems. It says it has already deployed AI at scale across its businesses, including agent-based services used in the Weixin ecosystem by more than one billion users.

Tencent also says AI-driven advertising contributed to 20% year-on-year revenue growth in the first quarter. By linking Hy3 to those existing operations, the company is trying to show that the model has been shaped by commercial workloads rather than only research development.

Internationally, Tencent Cloud is supporting the rollout through infrastructure spanning 66 availability zones across 23 regions, backed by more than 3,200 acceleration nodes. That global footprint gives the group a larger platform from which to compete for enterprise AI workloads outside China, especially in Asia Pacific, Europe, the Middle East and the Americas.

"Hy3 marks a significant step in how Tencent Cloud International is helping organisations move beyond AI experimentation and put intelligence to work in practical, trusted and scalable ways," said Poshu Yeung, Senior Vice President of Tencent Cloud and Head of Tencent Cloud International.

"By connecting advanced models with real-world scenarios, enterprise-grade engineering, flexible model orchestration and secure infrastructure, we aim to give enterprises the control and reliability they need to move from pilots to scaled deployments."

Yeung said the company is working with customers in multiple regions to adapt Hy3 to local business and technology requirements.

"With a global operational presence spanning Asia Pacific, Europe, the Middle East and the Americas, Tencent Cloud International works closely with enterprises and partners to integrate Hy3 in ways that reflect local business priorities and technology environments," Yeung said.

"Our integrated AI stack spans enterprise knowledge bases, data infrastructure, agent runtime, agent development platforms and tools. Hy3 brings advanced reasoning and agent intelligence to the systems and workflows enterprises already rely on."
